The Agreement on Government Procurement (GPA) requires that open, fair and transparent conditions of competition in public procurement be guaranteed. Recognizing the need for an effective multilateral framework for government procurement in order to achieve greater liberalization and expansion of international trade and to improve the framework for conducting international trade, in order to ensure an open, fair and transparent playing field in government procurement, several WTO Members have adopted the Agreement on Government Procurement (GPA). Recognizing that measures in the field of government procurement should not be prepared, adopted or applied in such a way as to protect domestic suppliers, goods or services or to discriminate against foreign suppliers, goods or services; The procuring entity shall provide suppliers with tender documents containing all the information necessary for suppliers to prepare and submit responsive tenders.
