The evidence presented in this letter does not indicate that the SV group will obtain more than the model established in the 34 agreements reached during this round of negotiations. This amendment would go beyond the provisions of other CPA collective agreements without justification, as there is no evidence that the current working hours and weekly hours of work contained in the SV agreement do not work. This subgroup includes occupations such as bus driver, driver, crane operator, shovel driver, tractor driver and truck driver. Accordingly, the parties agree to carry out, during the duration of the agreement, a comparative study on the comparability of compensations for all classifications of the SV group. The evidence of recruitment and commitment strongly indicates that the compensation levels of the SV group are appropriate to attract and maintain a sufficient number of employees. There is no indication that increases above the model established to date for the federal public service with represented employees are necessary to recruit and retain staff within the OAS group.
The public service underwent a period of restraint between 2011 and 2015/16. The data presented in this section reflect the restraint measures taken by the Canadian government, which have had an impact on employment. During this period, the Government of Canada implemented the Deficit Reduction Action Plan, strategic and operational audits and a freeze on the operational budget until 2015-16. Footnote 4 These measures have had a direct impact on the level of hiring and employment within the Canadian government.
